- In an excluded state? Consider a credit union PAL or a loan request with lenders licensed where you live.

Before you start a Spotloan application, the first thing to check is your state. Spotloan doesn't lend everywhere, and applying from an excluded state is a guaranteed dead end. Here is the current picture, based on Spotloan's official FAQ as of October 2026.

Lender availability can change, so confirm on Spotloan's official site before you apply. Living in an eligible state is just one of the Spotloan requirements; you'll also need income and a qualifying bank account.
How Tribal Licensing Works
Most lenders get a license from each state where they lend, and they follow that state's rules on rates and fees. Spotloan works differently.
Spotloan is a brand owned by Ningo Lending LLC, a tribal limited liability company formed under the laws of, and wholly owned by, the Turtle Mountain Band of Chippewa Indians of North Dakota, a federally recognized tribe. Ningo operates on the Tribe's reservation. Its lending license is issued by the Tribe's Lending Commission, not by the states where borrowers live.
Spotloan says borrowers "electronically visit" the reservation when they apply and are subject to the Tribe's jurisdiction. In practice, that means your loan is governed by tribal law rather than your state's lending laws.
Tribal lenders generally assert sovereign immunity and the authority of tribal law. State regulators and courts have disputed this in various cases, and the legal picture is not fully settled. Our page on Spotloan and Ningo Lending explains the company's structure in more detail.
Why Spotloan Isn't Available in Some States
Spotloan doesn't publish a state-by-state explanation for its exclusions. In general, tribal lenders tend to stay out of states that have strict interest rate caps or licensing rules and that actively push back on tribal lending. At a first-loan APR of 490%, Spotloan's rates are far above the caps many states set for small consumer loans.
The 2019 Connecticut settlement
Connecticut is the clearest documented example. In July 2019, BlueChip Financial, which operated Spotloan at the time, signed a settlement agreement with the Connecticut Department of Banking. The state alleged unlicensed small loans with rates above 12%.
BlueChip did not concede the allegations and asserted tribal immunity. However, it agreed to:
- Stop lending and collecting in Connecticut
- Repurchase loans it had sold
- Write off Connecticut borrowers' balances
- Request deletion of negative tradelines
No civil penalty was paid. You can read the agreement through the Connecticut Department of Banking.
Other state actions
Washington's Department of Financial Institutions posted a consumer alert in 2014, updated in 2017, saying BlueChip Financial d/b/a Spotloan was not licensed by the DFI. Spotloan currently lists Washington as an available state. For a fuller picture of Spotloan's legal history, including the class action settlement, see is Spotloan legit?

Representative example: $2,500 repaid over 12 monthly payments at 34.99% APR ≈ $249.90 per month; total repaid ≈ $2,998.74; finance charge ≈ $498.74. Rates and terms vary by lender and state. Disclosures.
Why Some Spotloan State Lists Are Wrong
If you've searched "Spotloan states" before, you may have seen conflicting lists. That's because many third-party reviews were written years ago and never updated.
Other common out-of-date details you might run into:
- "BlueChip Financial." As of December 2, 2025, Ningo Lending (doing business as Spotloan) services Spotloan loans. Older reviews still name BlueChip.
- A 12:30 p.m. funding cutoff. The current same-day cutoff is 1:30 p.m. Central Time.
When in doubt, trust the official source. Spotloan's FAQ is the most reliable place to confirm whether your state is eligible today.
How to double-check your state in two minutes
- Type spotloan.com into your browser yourself and open the FAQ.
- Find the question about which states Spotloan serves and compare it with your home state.
- If anything is unclear, call Spotloan at 888-681-6811 or email [email protected] before you start an application.
This quick check helps you avoid entering personal and bank details into an application that can't be approved in your state.
What to Do If Spotloan Isn't Available in Your State
If you live in one of the 11 excluded states or DC, you can't get a Spotloan. Here are other paths to consider:
- Credit union Payday Alternative Loans (PALs). Federal credit unions can offer PAL I loans of $200–$1,000 over 1–6 months, and PAL II loans of up to $2,000 over 1–12 months. The maximum APR is 28%, with an application fee of up to $20. That's far cheaper than a 490% APR Spotloan.
- State-licensed installment lenders. Lenders licensed in your state must follow your state's rules. Our guide to loans like Spotloan compares some options, and keep in mind those lenders have their own state lists too.
- A free loan request through us. Our form sends one request for $200–$5,000 to a network of third-party lenders. Whether you're matched depends on lenders that are licensed to lend in your state, so availability varies. Not everyone is matched, and approval is not guaranteed.
- Lower-cost basics. Spotloan itself suggests friends or family, a credit card cash advance, a personal loan, home equity or savings before an expensive loan.
Our network's representative example: "$2,500 repaid over 12 monthly payments at 34.99% APR ≈ $249.90 per month; total repaid ≈ $2,998.74; finance charge ≈ $498.74." Example only; actual offers vary.

Start your loan requestWhat Tribal Licensing Means for Borrowers in Available States
If you live in one of the 39 available states, you can apply for a Spotloan. But because the loan is governed by tribal law rather than your state's lending law, it helps to understand the trade-offs before you sign:
- Rates can be higher than state caps. A first Spotloan is 490% APR, which may be well above what lenders licensed in your state are allowed to charge on similar loans.
- Disputes may follow tribal rules. Spotloan says borrowers are subject to the Tribe's jurisdiction. Read the loan agreement carefully, including any sections on dispute resolution.
- State regulators may have limited reach. Tribal lenders assert sovereign immunity, and states have disputed this in various cases with mixed results.
- Federal debt collection rights still matter. If an account is ever sent to a third-party collection agency, the FTC's debt collection FAQs explain what collectors can and can't do.
Spotloan's past legal history includes a class action, Turner et al. v. ZestFinance Inc. et al., in which borrowers alleged a lack of state licenses. The defendants denied wrongdoing, and the case settled with an $18.5 million fund and cancellation of eligible loans, with final approval in July 2020. Being in an available state simply means Spotloan will consider your application; it doesn't mean the loan is a good deal. Compare the numbers with our Spotloan interest rate guide first.
Moving or Living Near a State Line
Your eligibility is generally based on where you live, so the address you use on your application should be your real home address. Don't try to use a friend's address in another state. Mismatched information can cause identity checks to fail and could create problems later.
If you move from an available state to an excluded one while you have an open Spotloan, contact Spotloan to ask how it affects your account. Its customer service team is available Monday–Friday 7 a.m.–8 p.m. CT and Saturday 9 a.m.–6 p.m. CT at 888-681-6811. Our Spotloan customer service guide has more contact details.

Spotloan is not available in Arkansas, Connecticut, Illinois, Maryland, Minnesota, New York, North Dakota, Pennsylvania, Vermont, Virginia, West Virginia or the District of Columbia, according to its official FAQ as of October 2026. Check Spotloan's site before you apply, since lender availability can change over time.
Is Spotloan available in North Carolina?
Yes. According to Spotloan's official FAQ as of October 2026, North Carolina is an available state. Some older websites still list North Carolina, Massachusetts and Colorado as unavailable, but those lists are out of date. Always confirm on Spotloan's official site before applying.
Is Spotloan available in New York?
No. New York is one of the 11 states, plus the District of Columbia, where Spotloan does not lend as of October 2026. If you live in New York, you might look at a federal credit union Payday Alternative Loan or lenders licensed in New York instead.
Why is Spotloan not available in my state?
Spotloan does not publish its reasons state by state. In general, tribal lenders avoid states with strict rate caps or licensing rules that dispute tribal lending. For example, in 2019 Spotloan's former operator, BlueChip Financial, signed a settlement with Connecticut and agreed to stop lending and collecting there, without conceding the state's allegations.
Who licenses Spotloan?
Spotloan's owner, Ningo Lending LLC, is licensed by the Lending Commission of the Turtle Mountain Band of Chippewa Indians of North Dakota, not by the states where borrowers live. Spotloan says borrowers electronically visit the reservation and are subject to the Tribe's jurisdiction.
